তথ্য প্রযুক্তির এই যুগে সাইবার নিরাপত্তা ও সাইবার নিরাপত্তার ঝুঁকি নিরূপণে বাংলাদেশ সরকারকে সহায়তা দেবে মার্কিন বহুজাতিক সফটওয়্যার নির্মাতা প্রতিষ্ঠান মাইক্রোসফট। ডাক ও টেলিযোগাযোগ বিভাগের সঙ্গে মাইক্রোসফট বাংলাদেশের এ সংক্রান্ত একটি সমঝোতা স্মারক (এমওইউ) সই হয়েছে। বিটিআরসি চেয়ারম্যান ড. শাহজাহান মাহমুদ ও মাইক্রোসফট বাংলাদেশের ব্যবস্থাপনা পরিচালক সনিয়া বশির কবির চুক্তিতে সই করেন। এসময় ডাক ও টেলিযোগাযোগ প্রতিমন্ত্রী তারানা হালিম, সচিব ফয়জুর রহমান চৌধুরী, বিটিআরসির ভাইস চেয়ারম্যান আহসান হাবিব খানসহ কর্মকর্তারা উপস্থিত ছিলেন। চুক্তি স্বাক্ষরের পর তারানা হালিম বলেন, চুক্তির ফলে মাইক্রোসফটের সঙ্গে সুসম্পর্ক তৈরি হলো। এরফলে বাংলাদেশে সাইবার হামলা হলে আগাম সতর্ক বার্তা দেবে মাইক্রোসফট। এরপর আমরা তা মোকাবেলায় সহায়তা চাইলে তারা ইন্টারনেট রোবট বা বট নেট দিয়ে তা মোকাবেলায় সহায়তা দেবে। এজন্য কোনো অর্থ খরচ করতে হবে না। স্বচ্ছতা নিশ্চিতের জন্য মাইক্রোসফট কোড শেয়ার করবে বলেও জানান প্রতিমন্ত্রী। চলতি বছরের জানুয়ারিতে তারানা হালিম সিঙ্গাপুর সফরের সময় মাইক্রোসফটের অফিস পরিদর্শনকালে সেখানে সাইবার হামলা মোকাবেলা নিয়ে আলোচনার পর এই সমঝোতা হলো। তারানা হালিম বলেন, এই চুক্তির ফলে সাইবার হামলা মোকাবেলা ছাড়াও নতুন নতুন কাজের ক্ষেত্র তৈরি হবে, আমাদের দক্ষতা তৈরি করতে পারবো। এক প্রশ্নের জবাবে তিনি বলেন, বাংলাদেশ ব্যাংকের রিজার্ভ চুরির মতো ঘটনা তথা ইন্টারনেট বেইজড অপরাধ হলে মাইক্রোসফট বার্তা দেবে। প্রাথমিকভাবে সরকারি সংস্থাগুলো এই সেবা পাবে। এশিয়ার অন্তত ২৫টি দেশে সাইবার নিরাপত্তা নিয়ে মাইক্রোসফট কাজ করছে বলে জানান সনিয়া বশির কবির। তিন বছরের জন্য এ চুক্তি জানিয়ে তিনি বলেন, আমরা সাইবার হামলা চিহ্নিত করবো এবং সরকারকে অবহিত করব। সরকার সহায়তা চাইলে প্রয়োজনীয় সহায়তা দেওয়া হবে।

But Joy told that before that the banking network in Bangladesh was analog.But now it is digital and e-money transfer is not that difficult right now.Now Bangladesh Bank which is the central bank of Bangladesh is digitalized and now e-money transfer is possible.
So, according to him all the functionality is achieved and if PayPal wants they can start their service right now.So, now it is time only to wait for PayPal to start their function in Bangladesh.May be in the next year 2013, PayPal will start their work and functionality in Bangladesh, which is a big news for the freelancers in Bangladesh.
